This is a very simple photo effect:
Duplicate your photo 3 times, so that you have 3 photo layers.
the bottom layer blending mode should be " normal "
the middle layer blending mode should be " screen "
and the top layer blending mode should be " soft light "
now play with the opacity sliders. the screen layer will probably need
to be pretty low, unless it was a really dark photo. but play with the
opacity of the top 2 layers, it will be different for each what looks "
right "
you can even flatten it, then repeat the process again to get an even more vibrant effect.
I do this on almost every photo.
